The Affordable Housing Bond Aggregator (AHBA) Memorandum of Common Provisions, template Funding Offers and Indicative Takeout Funding Requirements for senior finance under the Housing Australia Future Fund Facility (HAFFF) and National Housing Accord Facility (NHAF) are available on the Housing Australia Portal (HAP).

These legal documents have been developed to streamline the senior finance process under the HAFFF and NHAF program and to support lenders with structuring and client negotiations.

Call for Applications now closed

The Call for Applications (CFA) for Funding Round One under the Housing Australia Future Fund Facility (HAFFF) and National Housing Accord Facility (NHAF) is now closed.  

Housing Australia is assessing the Applications received in Funding Round One and expects to make funding decisions in the third quarter of 2024. 

Announcements about the outcomes of Funding Round One, and future opportunities to participate in the program, will be made later in 2024. 
 

Housing Australia Future Fund and National Housing Accord  

The Housing Australia Future Fund (HAFF) and the National Housing Accord are Federal Government initiatives to improve housing outcomes for Australians and will collectively support the delivery of 20,000 new social and 20,000 new affordable homes across Australia over five years. These programs are administered by Housing Australia.
 

What is the Housing Australia Future Fund Facility (HAFFF)? 

The HAFF is a $10 billion investment fund established by the Federal Government and managed by the Future Fund. The income generated by the HAFF will provide disbursements used to deliver 20,000 new social and 10,000 new affordable homes over five years, including housing to support acute housing needs. Housing Australia is expected to administer the majority of disbursements from the HAFF which will be provided to the Housing Australia Future Fund Facility (HAFFF). 
 

What is the National Housing Accord Facility (NHAF)? 

Under the National Housing Accord, the Federal Government has committed to delivering 10,000 new affordable homes over five years from 2024. The National Housing Accord Facility (NHAF) is the instrument through which Housing Australia will support the delivery of affordable homes via financing under the National Housing Accord. 

Eligibility and how to apply

Eligible Applicants

Eligible Applicants in Funding Round One included:

  • Community housing providers that are registered under the National Regulatory System for Community Housing and are registered charities
  • Australian States and Territories, local governing bodies, and Local, State or Territory government-owned corporations
  • Charitable entities with a primary purpose of improving housing outcomes for Aboriginal or Torres Strait Islander people, or for current or former members of the Australian Defence Force
  • Special Purpose Vehicles (SPV) whose purpose is to increase social and/or affordable housing, where at least one member is an entity mentioned above.

Funding rounds

The Call for Applications for Funding Round One was open for a 10-week period, from 15 January to 22 March 2024. 

Over the 5-year program rollout, it is anticipated that there will be multiple HAFFF and NHAF funding rounds. Applicants who are unsuccessful or do not participate in Funding Round One are encouraged to participate in future potential funding rounds.

Housing Australia will continue to collaborate with all levels of government, investors, community housing providers, Aboriginal and Torres Strait Islander housing providers, veterans housing providers and the residential development, building and construction sectors to support quality social and affordable housing.

How to submit an application 

The Call for Applications for Funding Round One under the HAFFF and NHAF is now closed. 

Housing Australia is assessing the Applications received and expects to notify Applicants of the outcomes in the third quarter of 2024. 

Housing Australia Future Fund Facility and National Housing Accord Facility Information Session 

On 18 January, Housing Australia hosted a virtual information session about the Housing Australia Future Fund Facility (HAFFF) and National Housing Accord Facility (NHAF).    

The session provided an overview of the HAFFF and NHAF, including detailed information about the types of funding available, eligibility requirements, evaluation criteria and application process.
